AX Agent 작업 폴더 바 X 버튼 제거 및 정렬 보정

- Cowork/Code 하단 작업 폴더 바에서 불필요한 폴더 해제 X 버튼 제거
- 작업 폴더 바 그리드 컬럼 구조를 다시 맞춰 데이터 활용, 권한, Git 상태가 더 자연스럽게 이어지도록 정렬 보정
- README와 DEVELOPMENT 문서에 2026-04-05 22:39 (KST) 기준 작업 이력 반영
- 검증: dotnet build src/AxCopilot/AxCopilot.csproj -c Release -v minimal -p:OutputPath=bin\verify\ -p:IntermediateOutputPath=obj\verify\ (경고 0 / 오류 0)
