권한·도구 결과 카드 시각 구분 강화

권한 요청과 도구 결과 transcript chip을 상태별 색상으로 분리했습니다.

미리보기 권장, 주의 필요, 검토 권장, 승인 후 계속, 후속 점검을 색과 라벨로 더 즉시 구분되게 정리했습니다.

README와 DEVELOPMENT 문서를 갱신했고 dotnet build 기준 경고 0 / 오류 0을 확인했습니다.
